Dumaguete’s Top Three Illegal Gambling Activities by Rea Lynn RealDumaguete City Police Chief, Supt. Dionardo Carlos identifies “hantak” or “cara y cruz”, tigbakay or illegal cockfighting, and “pick three” or “swer-tres” as the top three illegal gambling activities of the residents of the city.

Pick three or swer-tres is one of the most widely practiced gambling activities in the city and the whole province as well. The three winning numbers of this game is taken from the last three digits of the lotto result which makes it very close to “masiao”. Swer-tres is spreading very fast in the province and the PNP is already closely monitoring the possible persons behind this illegal activity, Supt. Carlos confirmed.

Furthermore, official lotto outlets are also allegedly used in betting swer-tres rather than betting for the legal Philippine Lotto. Ushers for this activity are widely spread in the city and they take the bet by writing three numbers of the choice of the bettor on a piece of paper with a carbon copy which will be given to the bettor. The copy will serve as proof when the bettor wins. It has been reported earlier that a five-peso wager is given in every peso, but it turns out that only three pesos and sixty centavos will go to the winner for every peso because part of the winnings will go to the collector or usher.
