Education official to groups: Follow DepEd standards

A RANKING official from the Negros Oriental education office urged groups to abide by the rules and standards set by the Department of Education in appointing people to DepEd positions.

Negros Oriental DepEd Assistant Superintendent Victoria Galgo issued the statement in a recent interview.

Galgo's statement came after Governor Emilio Macias II criticized DepEd officials in Central Visayas for failing to honor a promise to appoint his choice for schools division superintendent in the province.

The governor made known his disappointment with top DepEd officials when he threatened that he would not allow them to use the Lamberto Macias Cultural and Sports Center during the provincial meet this month or next month.

The governor said he wanted Dumaguete City Schools Division Superintendent Licerio Napao to be appointed to the position, but the DepEd leadership instead assigned Galgo as officer-in-charge early last month.

It was later learned from sources at the DepEd regional office in Cebu City that Napao, the choice of Macias, has not passed the Career Service Executive Officer (CESO).

According to DepEd rules, for one to become a superintendent, he or she must be at least a CESO passer.

Galgo said there were three of them recommended by the regional education office to DepEd Secretary Jesli Lapus for the post.

The other two are Superintendents Dr. Milagroz Velez, assigned in Bayawan City, and Mario Andong of Bais City.

She said she got the post, although on officer-in-charge status.

Governor Macias said DepEd Regional Director Carolino Mordeno promised to give the position to Napao but he was outnumbered by other DepEd officials in Central Visayas.

Macias also said he has nothing against Galgo, but he has complete trust and confidence in Napao.

Galgo said she and Napao are close friends and she has nothing against the city schools superintendent, who is also capable of running the affairs of the department.

Macias, when told that Napao is not a Career Executive Service Officer, disagreed with the requirement, saying actual experience and know-how are far more important than documentary qualification.

On the use of the sports complex, Galgo said that he does not believe the governor will not allow them to use the facility.

"I will write a letter to the governor and if he will not allow it, at least it is official and it is directly from him and not from other persons," she said.

Does being a governor meant that he has the power to put people even less qualified to man the education sector by own choice ? This is completely out of order for him to mess around with appointments of the Department of Education. He's unreasonably extending his political influence over another government agency .This practice is undermining the envisage purpose for better standards of education , when he is apt to employ someone that don't have the required set of academic merits.
And when his demand wasn't answered by the Dep Ed , he threatened to refuse the use of space of the Lamberto Macias Cultural and Sports Center for the coming provincial meet, though not official . Made me wonder if this is the character of the elected governor of Negros Oriental ? Is the LMC sports complex constructed from his own expense to refuse it ? What a shame, if this threat is indeed true this governor doesn't know what he's yaking about. He must be out of his mind .When he made the threat,it's not against one person of Dep Ed but towards the sporting interest of students in the province. If the mentality of every leader in this province and country is homogenous to that of governor Macias ,there's bleak future for us and for our children .

newt, WELL SAID!

these is totally TRADITIONAL POLITICS,something the voters should think on the next election, we just don't know how much Licerio Napao have help Macias in the previous election lol! , it could be the reason why Macias is dead on trying to put Napao on that position, will just have to think how many educational personnel we have in the province its a big voting number, and trying to think also that Napao is on the retiring stage or age,few months and his retirable.

That's true shak , traditional politics gyud! Speaking from my understanding of the education sector appointments ,the local government has no business to appoint ,what they like or duol sa luwag .Those educators that work hard for their own academic achievements like Dr Galgo should reap the rewards of like promotions and not those who are less for the post . The local government should mind their own business and functions and never fiddle around in the appoinment of post in an agency that is independent from the local government .What is the acadamic suitability or measure of Macias to appoint in the education field he hasn't even mastered of. This is pure bull*** and horrible to say that if all our dumaguete officials and leaders of the province and beyond have this mentality as said, the Philippines has doomed future.We needed young politicians,who have better vision, ambitious for the common good,creative brillant minds complementing the needs of the times ,who don't play dirty politics as Macias.

So nilusot gyud si Napao ,way puangud ,way consencia nga walay syay qualificacion insakto he took on the job nga dili angay niya.
Si Macias used his own rotten tactics to infleunce decisions sa Dep Ed region VII. Unta ang Dep Ed should have ignored him ,and raise this issue on a higher level . Pero unsa-on man mga paloy man kaayu ning namunu-an sa Dep Ed region VII nga mo put up sa pressures sa politiko . These people are paid by our taxes , they should stand for the principles of good governance .

Kinahanglan gyud unta tag mga mamunu-an nga guided sa insakto nga prinsipyo,that no governor or any local politician should intimidate or put in the margins the underlying standards of other governmnt agencies like that of the Dep Ed , only to succomb to the poltician's pressure and self interest in putting their cronies in place.

This is a new age and everyone should speak up their views and anomalies through whatever channels they can put their thoughts and opinions across. No one should keep a blind eye and accept these stinking practices of local politicians. If they don't have the capacity to do their duties and resposibilties for the interests of majority of negrenses ,then like governor Macias and Licerio Napao ,they should resign ! Shame on them!
