Barangay Looc, known by Dumaguetenos as the lair of criminal elements will soon be buldozed to pave the way for a massive pier reclamation worth P390-million .

[color=black]Looc is mainly a squatters area . It is located along the shonelines of the city. Its boundaries are the pier and the sea. This long stirp of land mostly of sand, is the haven of squatters since it is also too small for a residential area.

Will the wheels of development sweep away this crime prone barangay into oblivion, or, will the social forces of the city rise in protest to protect the thousands of slums whose livelihood are mostly taken from jobs as pier laborers, haulers, stevedores.
[color:1b9b=black:1b9b]Looc has become a den of drug addicts. Where narrow alleys crisscross its hundreds of shanties. Where police who enter the area are sometimes stoned by unknown persons. Looc has been the scene of many crimes inthe past. Will the city government clean up Looc of Squatters, or develop this into a model barangay through the social welfare programs of the consortium of local colleges and\ universities whose programs among others is to alleviate the plight of the poor? --30--
