FOUR POLICEMEN IN HOT WATERS
FOR DROWING DETAINEE TO DEATH
Bindoy July 12 2007 - - - The provincial and regional Internal Affairs Service investigators of the Phil. National Police will be possibly charging four policemen in Bindoy town who are main suspects in the killing by drowning of a detainee who was suspected of stealing a goat of a government utility man who apparently were close friends with the policemen.
Drowned with multiple contusions and bruises all over his body was one Danilo Dicon, 48, a widower and resident of Bulod, Bindoy who was allegedly shoved into the sea by four policemen of Bindoy.
Probers from the region, and provincial internal affairs chief Supt Rey Merecido said that the vicitim could have died after intense mauling inside the detention cell, and just thrown off to sea when dead.
But apparently, justice would not permit, thus, Dicon’s body was recovered by people and the probe ensued.
Witnesses identified the suspected policemen as SPO1s Winzel Torres, John Ray Vailoces, Ray Amaro , PO2 Darwin Anhao and SPO1 Roberto Absin.
The PNP internal affairs investigators are upon orders by the provincial police director Col Mervin Buenafe to spare not the guilty.
Criminal and administrative charges are to be possibly filed without prejudice of possible dismissal from the service.
There were many witnesses, including a civilian and fishermen who saw the agony of the victim who simply stole a goat possible for food.
Buenafe said “killing a detainee who is supposed to be given full protection of the law until proven otherwise, is a dastardly act which if committed by a policeman deserves strongest condemnation.”
The suspects are now removed from Bindoy and confined to barraks at the main PNP headlquarters in Sibulan
