Bais fears to remove employees soon
Bais City Mayor Tata Villanueva fears that time will come wherein he will need to remove some casual workers and city hall employees if the House Bill 24 will be approved which will then reduce the requisites of the application for cityhood for a municipality.
Villanueva said that Bais City will then need to tighten all means so as not to affect the basic services which will be given to the people.
Bais City was one of the protesters last Monday by wearing black arm bands.
The Mayors’ League strongly opposes House Bill 24 which is authored b Zamboanga Sibugay solon Dulce Hofer. Under this bill, the supposed to be P100 million annual income of a municipality in order to apply for cityhood is instead reduced to P50 million.
Villanueva said that the lawmakers should follow what was stated in the Local Government Code since if they reduce the essential requisites for cityhood, many of the municipalities will then turn to cities and would then mean for a lesser Internal Revenue Allotment or IRA. He cited Bais City as an example saying that before the 16 municipalities became cities, Bais is receiving P36 million of IRA but when the 16 municipalities then became cities, Bais’ IRA then decreased to P3 million. This meant, according to Villanueva, that his city lost P2 million IRA for every year.
Meanwhile, Mayor Villanueva also disclosed that the municipality of Valencia is intended to apply for cityhood this 2009 but it is not qualified under the Local Government Code since it is stated there that to qualify for cityhood, the municipality should have at least 150 thousand population.
