Employee to expose more grafters

In a sudden twist and turn of events, top officials of the Dumaguete City Hall has urged terminated employee Lorna Cerilaes to come forward and bare more grafters at the local government unit.
The call was made by Human Resource Personnel Officer Ruperto Tenorio when he appeared before members of the Sangguniang Panglungsod in their regular session and when the councilors conducted an inquiry into the alleged mess involving both Ceriales and City Social Welfare Officer chief Marina Mendoza.
Both Ceriales and Mendoza together with Tenorio were invited by the councilors in their regular session to shed light on the controversial issue.
Mendoza was not able to attend because a day before the scheduled inquiry, she flow to Manila and went straight to United States of America on official business.
Tenorio explained that when Ceriales charges some City Hall execs allegedly engaged in the anomalies and irregularities, Mayor Agustin Perdices “felt happy over it”
Tenorio explained to the councilors, that Ceriales as a casual employee was not terminated but whose contract was not renewed.
The personnel officer further explained that under the contract, it is stipulated that the same cannot be renewed when the particular office at City Hall no longer needs the services of that employee.
He further said that in the case of Ceriales, he claimed that when he made inquiries at several department offices for Ceriales to bepart with, unfortunately, the department heads concerned could no longer accommodate including his previous mother unit, the local Internal Audit Office.
Tenorio confirmed that Mayor Perdices has issued the challenge and in fact he said if the charges made by Ceriales against some department heads will be proven, then she will be rewarded by the mayor by accommodating him at his own office.
Ceriales whose contract has expired last April 30 yet continued to report at the CSWDO office because e said she said that she has not received her termination paper which she further explained should be sign by Mayor Agustin Perdices himself.
City Legal Officer Atty. Neil Ray Lagahit in the same regular session also appeared and stressed that Ceriales was never terminated but her contract merely expired.
The same is true with two other casual employees, one from the traffic management office and the other from the city library, whose contracts were not renewed due to poor performance.
Vice Mayor Woodrow Maquiling and Councilor Nilo Sayson, members of the so called “conscience bloc” at the Sangguniang Panglungsod said they find it unfair for an employee like Ceriales, who has served for 14 years, to no longer be re-hired.
Ceriales in an interview explained and insisted that she has in his possession several documents to prove irregularities and anomalies and even said that in the coming days more department heads will be exposed due to irregularities.
