Investigating Committee certain of Anomalies at CAO
The head of the City Agriculture’s Office is recommended to be relieved to another department after the Committee on Good Governance and Public Ethics found out on its investigation that the allegations regarding the irregularities and anomalies at the City Agriculture’s Office are evident and true.
Councilor Tony Remollo who is the chairman of the committee reported to the city council yesterday during the regular session reported and recommended audience with the three employees from the City Agriculture’s Office which includes David Chiu, Leopoldo Geconcillo and their head Engr. Alfredo delos Santos.
According to the committee report, delos Santos issued unofficial receipt and has been tardy in remitting the income of their department to the City Treasurer’s Office.
Chiu has also allegedly issued unofficial receipts regarding the sales of the livestock and non-pursuance of the right processes in selling farm implements.
Geconcillo is also alleged as not following of the procedural protocol.
The committee gave ten recommendations. These are transferring of Engr delos Santos to another department, Chiu will be relieved to another department or be totally fired from the job, assigning a blue guard at the City Farmstead who will enlist all the incoming and outgoing activities of the employees of the farm, fencing the City Farmstead, Personnel Audit on Duties and Functions, conduction of internal audit on the projects and programs of the of the City Agriculture’s Office, conduction of the General Services office o a quarterly inventory on all equipment, supplies and materials in the farm, an internal control of the farm, release of funds will still be approved by the council and a creation of a Productivity Enhancement Ordinance.
The committee report was signed by head Councilor Tony Remollo and members Councilor Espiridion Catan and Councilor Nilo Sayson.
