In his speech, Board Member Marcelo Butch Adanza who is the author of the Resolution Number 134 Ordinance 21 which creates the PHINO, encouraged the mayors of the province to support the health insurance policy of the provincial sgovernment.

Adanza said the ordinance aims to provide even health opportunities to the most indigent residents of the province. On the other hand, Vice-governor Jose Petit Baldado said what is good about PHINO is that it could not be influenced by politics. Governor Emilio Macias has also asked the mayors to support the said ordinance.

Under the PHINO, the local government units and the provincial government of Negros Oriental will give their own counterparts as contribution for the health insurance of the poor. About 100, 000 indigents are expected to benefit from the program.

According to Governor Emilio Macias, the health card is not only for those who will be hospitalized at the Negros Oriental Provincial Hospital but the provincial government will seek alliance with the private hospitals and other district hospitals in the province.
