answer alleged appointment, waiver


The Assistant Regional Director of DepEd Region 7 refused to answer allegations saying that she signed the appointment of City Schools Division Superintendent Licerio Napao to take post as the new Negros Oriental Provincial Schools Division Superintendent.

Assistant Regional Schools Director Ric Borgonia disclosed that he still has to check his records in his office. However, he did not confirm nor deny the allegation.

When he was asked about the three qualified officials to the superintendent’s position asked to sign a waiver saying that they are not interested with the position, Borgonia refused to answer and instead asked who the source of the information is.

When she was tolf that a very reliable source from the provincial DepEd disclosed the allegations, he said that it would be better to ask DepEd Regional Director Carolino Mordeno.

Only Bais City Schools Division Superintendent Mario Andong allegedly signed the waiver saying that he is not interested with the position while Officer-in-Charge for the Division of Negros Oriental Victoria Galgo and Bayawan City Schools Division Superintendent Milasgros Velez did not sign.

Galgo, Andong and Velez are the only officials in the province of Negros Oriental who are qualified in the position.

Earlier, the three were called upon by Borgonia in their office in Cebu but Borgonia refused to reveal what they talked about. He said that it would be better if the Regional Director Carolino Mordeno would be asked regarding the matter.

City Schools Division Superintendent Licerio Napao was recommended by Negros Oriental Governor Emilio Macias to sit as the Province’ Superintendent but Napao failed in Superintendent’s Examination which is a very important requisite for the position.

Napao also did not confirm nor deny his alleged appointment next week.
