Appointing unqualified personnel ruins DepEd
There is a big possibility of ruining the professionalism of the Department of Education if it be allowed that unqualified personnel will be allowed to take their positions even if they are ineligible, said former Association of Superintendent President Nilo Oliva.
According to Oliva, this will be the first time wherein an unqualified person will take seat at Negros Oriental Provincial Schools Division Superintendent.
Oliva also admitted that the Department of Education is “highly politicized”. He also pointed out that the intended appointment of City Schools Division Superintendent Licerio Napao as the new Provincial Schools Division Superintendent is an infringement to Civil Service Resolution 160. Under this resolution, only those who are civil service eligible and have passed the superintendent’s exam are qualified in the position.
