It could be caused by lack of funding but government authorities are reporting to the governor the drastic reduction of new members of the NPA, many of whom have availed of government-funded livelihood programs.
Brig Gen Greg Fajardo, 303rd battalion commander reported to Gov Macias who noted that the NPA rooster of members are declining because government is now offering more livelihood opportunities to rebel returnees. Most of the new faces as monitored by the military are from Bohol and Cebu who are having their rest and recreation here in Negros Oriental mountains.
The opening of farm to market roads and the implementation of the food security programs have become opportunities to improve their economic life.
